People may arrive stressed, unfamiliar with the process or using a phone. Staff may be moving quickly between several systems. A good service makes the next step plain, protects sensitive information and records decisions without asking either group to learn the organisation chart first.
Urgent routes should never be hidden behind organisational language. Accessibility and privacy are product requirements, not a final audit. Operational tools should make ownership and escalation visible.
