Digital Bunkering in Singapore: Supplier Readiness

Digital bunkering in Singapore is now an operating requirement, not a future concept. Since 1 April 2025, bunker suppliers have been required to provide digital bunkering services and issue electronic bunker delivery notes by default. Readiness therefore means more than selecting software: the supplier must control data, roles, exceptions and customer verification across the whole transaction.

MPA's digital bunkering guidance describes electronic workflows, automated validation, secured sharing, authentication and a single source of truth. It also states that whitelisted solutions must meet requirements covering standards, cybersecurity, baseline functionality, risk management and regulatory reporting.

What should a bunker supplier prepare?

Prepare a controlled end-to-end workflow for requisition, measurement, checks, signatures, e-BDN issue, submission, verification and correction. Name the authoritative data source and accountable role at every stage.

Map the complete transaction

Document the steps from confirmed nomination through delivery and final records. Include terminal, supplier, bunker craft, surveyor, receiving vessel, buyer and MPA interactions where relevant.

For each step, record:

  • required input and source;
  • person or system responsible;
  • validation performed;
  • approval or signature authority;
  • output created;
  • exception path; and
  • retention requirement.

This prevents the digital process from becoming a set of disconnected screens around the same manual uncertainty.

Establish one source of truth

Vessel identity, product, quantity, timestamps, measurement data and signatories may enter from different systems. Define which record is authoritative and how corrections propagate.

Do not allow a spreadsheet, email and platform record to remain equally valid. A single source of truth must be visible, controlled and recoverable.

Design for exceptions

Connectivity can fail. A field can be wrong. A signatory may change. A vessel may dispute a value. The workflow needs explicit states for rejected, pending, corrected and reissued documents.

State who can amend a record, which approvals are required, whether a previous version remains visible and how the receiving party is notified. Test the fallback before a live delivery depends on it.

Secure access and evidence

Use role-based permissions, protected credentials, verified devices where required and logs that record meaningful actions. Remove access promptly when a person or vendor leaves the process.

MPA highlights information security, authentication, authorisation and cybersecurity assurance as core features. Translate those principles into the supplier's own operating controls rather than assuming the platform handles every internal risk.

Train the user at the point of work

Training should follow the actual sequence and exception path. Short role-specific guides are more useful than one broad presentation. Crew, shore operations, commercial staff and administrators need different views.

Record competence and refresher ownership. A process is not ready because a single implementation team can demonstrate it.

What should customers see?

Publish the digital bunkering solution used, the document and verification process, the information the vessel must provide and the support route for an issue. Keep security-sensitive architecture private.

Explain whether the customer receives an e-BDN link, file or platform record, how authenticity can be checked and who handles a correction. MPA provides an e-BDN record enquiry route for verification against submitted data; link to the official guidance rather than paraphrasing it vaguely.

Measure operational performance

MPA expects digital bunkering to improve documentation efficiency, accuracy and visibility. Measure those outcomes inside the supplier:

  • time from delivery completion to e-BDN issue;
  • correction and rejection rate;
  • duplicate-entry count;
  • unresolved exceptions;
  • system availability; and
  • user support cases by cause.

Publish performance only when the method and period are supportable. Internal measurement comes first.
