Prequalification content: how BizSafe, BCA and ISO should appear on your site

A quantity surveyor building a subcontractor list is not reading your website. They are checking it against a list, and the list is short. Is this firm registered for the right workhead, at a grade that covers the contract value, with the safety and quality certifications our own prequalification questionnaire demands. Anything the site cannot answer becomes a phone call, and a phone call has to be worth making. Often the cheaper move is the next firm on the list.
That is the reader your prequalification content is written for, and it is not the reader your homepage was designed for.
Why prequalification content decides the shortlist
Most websites treat certifications as reassurance. A row of grey logos in the footer, scaled to fit, frequently not even linked to anything. That is a category error.
A certification is not a badge saying you are a serious company. It is a statement about what you are permitted to do, issued by a body with the authority to take it away, and it either covers the job in front of the buyer or it does not. Read that way, the questions change. Not “do they have bizSAFE” but “which level, valid until when”. Not “are they BCA registered” but “which workhead, which grade, and does that grade’s tendering limit cover this contract”.
Across 54 Singapore B2B sites we reviewed in August 2026, this was the most consistent gap in the construction and engineering sectors, and it was a gap of publication rather than capability. Firms held serious registrations and said nothing about them where a buyer would look. In engineering the pattern was slightly different and slightly worse: hard-won accreditation sitting on a neglected site, with six of the 12 engineering firms in the review running outdated or end-of-life software underneath it. The certification says the company is audited. The website says nobody has looked at it in years. A buyer resolves that contradiction in the direction that costs them least.
What the bizSAFE levels actually certify
bizSAFE is run by the Workplace Safety and Health Council and supported by the Ministry of Manpower. It is structured as a five-step programme, although a company can apply directly for any level whose requirements it already meets. The levels are not decorative tiers, and each certifies a genuinely different thing.
Level 1 certifies that top management understands its legal obligations. The chief executive or a board director attends the Top Executive WSH Programme, and the company can then apply. The certificate is valid for six months from the approval date and is not renewable once it expires. A Level 1 logo sitting on a website is therefore almost always historical, which is worth knowing before you put it there.
Level 2 certifies that the company has a trained Risk Management Champion who can build a risk management plan and run a risk assessment.
Level 3 is the one most main contractors care about. It certifies that risk assessments have been carried out for every work activity in the workplace, verified through a Risk Management Implementation Audit conducted by an auditing organisation registered with MOM. The bizSAFE certificate runs three years from approval, and the WSH Council requires the consultancy and the auditing organisation to be separate companies, which is a detail worth understanding before you claim the level.
Level 4 certifies a trained Workplace Safety and Health Management System champion on top of a Level 3 requirement.
bizSAFE STAR certifies the management system itself, assessed against SS 651 or ISO 45001. Its validity is tied to the validity of that underlying certificate rather than to a fixed period.
That structure hands you the content. Publish the level, the date granted, the date it expires, and for STAR the standard behind it. “bizSAFE Star certified” with no date attached is a claim careful readers discount, because they have all seen an expired one.
It is also worth publishing the thing behind the level. Risk assessments have to be reviewed at least every three years by law under the WSH (Risk Management) Regulations. A short paragraph on how your risk management actually runs on site is more persuasive to a main contractor’s safety officer than the logo ever was.
What a BCA registration actually permits
Two different things get compressed into “BCA registered”, and they do different work.
The Builders Licensing Scheme is a licence under the Building Control Act, and without it you cannot carry out building works requiring approval from the Commissioner of Building Control. A General Builder Class 1 licence authorises projects of any value, while Class 2 is restricted to projects of S$6 million or less. Specialist Builder licences cover named categories: piling works, ground support and stabilisation works, instrumentation and monitoring work, structural steelwork, pre-cast concrete work and in-situ post-tensioning work. Every licensed builder appoints an Approved Person and a Technical Controller, and specialist builders need a Technical Controller with a civil or structural engineering degree.
The Contractors Registration System is a registry rather than a licence. It is what a firm needs in order to tender for public sector construction work, to act as a first-level subcontractor on public projects, and, since June 2025, to hire construction Work Permit and S Pass holders at all. There are about 50 types of workheads across five registration groups, each with its own specific registration requirements covering financial standing, track record and personnel. Construction workheads are graded A1 down to C3. Construction-related and mechanical and electrical workheads are graded L6 down to L1.
The grade is the part that carries commercial meaning, because it sets a tendering limit. For the year to 30 June 2027, the CW01 and CW02 limits run from unlimited at A1, to S$105 million at A2, S$50 million at B1 and S$16 million at B2.
So “BCA registered” on a homepage tells a quantity surveyor nothing at all. “CW02 Grade A1, unlimited tendering limit for civil engineering works, plus a Specialist Builder licence for piling” tells them whether to keep reading, and takes the same amount of space.
In our review, the second version almost never appeared. Firms held CW02 A1, CR08 piling registration, A1 general building with an unlimited tender value, and Licensed Builder Class 1 status, and published none of it anywhere a main contractor or a QS would think to look. In several cases the information existed only in a company profile PDF linked from a page three levels down.
Where do ISO 9001, 14001 and 45001 fit?
They are management system standards rather than product or capability certifications, which is precisely why the scope statement matters more than the number.
ISO 9001 covers quality management, ISO 14001 covers environmental management and ISO 45001 covers occupational health and safety. All three share a common high-level structure, which is part of why firms tend to hold them in combination.
In Singapore the health and safety standard has a specific local history worth getting right. SS ISO 45001 was adopted as a Singapore Standard in June 2018, replacing SS 506 Part 1, which had been adopted by more than 500 organisations here, and OHSAS 18001. It is recognised as a pathway for direct entry into the bizSAFE programme, up to bizSAFE STAR. It also carries statutory weight, because firms required by MOM to run mandatory safety and health management system audits, including worksites with a contract sum of S$30 million or more and shipyards employing over 200 people, work to it.
Two things about ISO certificates that sites get wrong constantly.
Scope. A certificate is issued against a defined scope of activities. “Design, fabrication and installation of pressure vessels” is a materially different claim from “provision of general engineering services”, and a buyer awarding pressure vessel work needs the first one. Publish the scope statement, in full, next to the standard. It is the single highest-value sentence on most certification pages and it is usually the one missing.
Currency. When the 2015 revisions were published, the International Accreditation Forum endorsed a three-year transition, after which certifications to ISO 9001:2008 and ISO 14001:2004 were no longer valid. A site still displaying a 2008-vintage certificate is not showing an old certificate. It is showing an invalid one, to a reader whose entire job is noticing that.
The accreditation behind the certificate is worth a line too. The Singapore Accreditation Council accredits the certification bodies that issue these certificates, and naming your certification body signals that you know the difference between an accredited certificate and a printed one.
How certifications should appear on your site
Six rules. All of them dull, all of them worth more than a redesign.
Write them as text. A logo strip cannot be read by a search engine, by an AI assistant summarising your capability for a buyer, or by a procurement officer using ctrl-F on your page. If your certification content is a row of images plus a PDF, it does not exist for any of those three.
Give them a page, and put it in the navigation. Name it something a person would actually look for. Certifications. Accreditations. Prequalification. Not buried three clicks under About Us.
State the issuing body, the certified scope, the reference number and the expiry date. Each of those four is a reason to be believed, and the expiry date is the one that gets left off, which is exactly why its absence reads as evasive.
Put the relevant certification next to the claim it supports. The certifications page is for the person auditing you. The line on your piling page confirming a Specialist Builder licence for piling works is for the person deciding whether to call you. Those are different readers with different urgency.
Offer the PDF as well, not instead. Scanned certificates are worth publishing. They should open the right way up, be legible on a phone, and sit underneath the text version rather than replacing it.
Remove them the day they expire. This is the rule that does real damage when it is broken. One site in our review displayed a BCA Management Systems certificate marked valid until 04 Feb 2017, nine years expired, and that certificate was the newest dated item anywhere on the site. Another carried API Q1 accreditation above a footer reading 2019 with the last word of “All right reserve” missing its d. A third employed ASNT Level III inspectors, documented them nowhere, and offered only a webmail address to contact. In every case the certification was real and the presentation destroyed its value.
What this looks like when it is done properly
Water infrastructure is awarded on prequalification more completely than almost any other sector in Singapore. A PUB officer or a main contractor checks certifications, live contract scope and technical method, in that order, and stops reading when one of them is missing.
That is the brief we worked to on Hong Hock Global, and it changed what the site is. BizSafe Star, BCA-certified engineers and managers, and current contract scope across the eastern and western zones are stated plainly and early rather than parked in a footer. The Hydra-Stop live-tapping method gets its own explanation, because it is a genuine technical differentiator rather than a marketing line. Emergency response has its own route, because that reader arrives with a burst main and no patience for navigation.
None of that required more design. It required deciding that the site is a prequalification document rather than a brochure, and then ordering the content the way the buyer reads it. The same logic runs through what a shipyard’s website has to prove to a superintendent who will never visit the yard.
If you want a place to start, do the inventory before you do anything else. Write down every registration, licence, grade and certification you currently hold, with its issuing body, its scope and its real expiry date. Then check how many of them appear on your website, in text, with a date. Most firms find the answer is one or two out of eight, and that gap is the entire project.

What moves the number is how much of the material has to be dug out and verified from scratch, which is why our bands are published rather than quoted on request.
