Websites for water and infrastructure contractors: what a PUB officer looks for

Water infrastructure work in Singapore is not sold. It is awarded. By the time you are in a conversation about a package, a shortlist already exists, and you were either on it or you were not, and nobody sends a note explaining which.
That is what makes a water infrastructure contractor website a different object from a marketing site. It is not there to generate interest. It is there to survive a desk check by someone who has your company name, ten minutes, and a list of firms to get through before a meeting.
Why the desk check happens before the conversation
PUB is Singapore’s national water agency, a statutory board under the Ministry of Sustainability and the Environment, and its remit is wider than water supply. It covers used water, drainage and coastal protection, summarised in its own mission as supplying good water, reclaiming used water, taming storm water and resisting rising seas. The supply side runs on the Four National Taps: water from local catchment, imported water, NEWater and desalinated water.
The physical estate behind that is large and old and continuously being worked on. Two-thirds of the island is water catchment, feeding more than 8,000 km of drains and canals into 17 reservoirs. Imported water runs under a 1962 agreement entitling Singapore to draw up to 250 million gallons of raw water a day from the Johor River, an agreement that expires in 2061. On the used water side, the Deep Tunnel Sewerage System is a 206 km network of deep tunnels costing around S$10 billion and designed to last 100 years.
None of that is built or maintained by the agency’s own crews. It is contracted out, in packages, continuously, across pipe laying and replacement, civil and road and drainage works, tunnelling, mechanical and electrical, leak detection, emergency response and maintenance.
And the route in is registration before it is relationship. PUB’s own Tenders and Contracts page lists upcoming tenders and points contractors at three places: BCA, GeBIZ and MOM. That ordering tells you most of what you need to know.
BCA. The Contractors Registration System is the national registry of construction firms. Contractors must register with it to participate in public sector construction tenders, and to work as first-level subcontractors on public sector projects. There are about 50 workhead types across five registration groups, and each workhead carries Specific Registration Requirements covering financial standing, track record, personnel and other requirements such as certifications. Grade then sets what you can bid for: under the construction workheads, A1 carries no tendering limit at all while A2 stops at S$105 million.
GeBIZ. Government procurement requirements, procedures and evaluation criteria are published on GeBIZ, and the Ministry of Finance is explicit that value for money means looking beyond lowest price to quality, reliability, risk, timeliness and long-term costs.
MOM. Manpower, work passes, and the personnel side of everything above.
Here is the part worth being honest about. Your website does not change any of that. It does not raise your grade, it does not get you onto a tender, and the evaluation criteria for any specific package are in the tender documents, not on your homepage.
What the website changes is everything around it. Who gets invited. Which subcontractor a main contractor’s QS puts into a package price. Who gets called when something has failed and the call has to be made now. Those decisions are made quickly, often by someone who has never met you, working from a name and a search result.
What does a PUB officer actually check?
Not your story, and not your values.
Someone assembling a shortlist is trying to close three questions before they can put your name down, and they will stop at the first one they cannot answer.
Are you the right size and the right registration for this scope? Grade, workhead, tender limit. This is a filtering question and it takes seconds when the answer is published and minutes when it is not.
Do you have the people this work legally and practically requires? Certified engineers and managers, safety accreditation, the licences the specific work needs.
Have you done this exact thing, recently, at this scale? Not water work in general. This diameter, this method, this environment, this kind of client.
Everything a contractor’s website usually leads with sits outside those three questions. Aerial footage. A paragraph about being established. A stock photograph of a pipe. A mission statement about excellence and safety that is identical to the mission statement of every firm on the same list.
The three axes a prequalifier reads
Notice that the three questions above map almost exactly onto what CRS registration assesses: financial, personnel, track record. That is not a coincidence, and it is the most useful structural hint available for a site like this. Build the site around the same three axes the registry uses, in the same order, and you are answering in the format the reader already thinks in.
Registration and standing, in text
State the workhead codes and grades. In text, on a page, not in a scanned certificate PDF and not as a grey logo in the footer.
There is a common objection to this, which is that publishing your grade invites comparison. It does not, because your registration status is already checkable through BCA’s directory of registered firms. Withholding it protects nothing. It just means the person on your site has to go and look it up, and people assembling shortlists under time pressure do not always come back.
Personnel, named and qualified
Infrastructure work is assessed on the people as much as the firm. Certified engineers and managers, safety roles, the licensed trades a given scope requires.
Name them. Say what each is certified in and by whom. A page of named, qualified people is one of the strongest trust signals a contracting business can publish, and it is close to free, because the information already exists in your registration submission.
Track record, with the specifics that matter
This is where most sites collapse into a logo wall.
A project record needs scope, method, environment, duration and client type. Diameter and length of main. Depth. Whether it was live or shut down. Whether it was in a road reserve, under an expressway, inside a plant. What the constraint was and how it was handled.
If a contract prevents you naming the client, that is not a dead end. Anonymous specificity beats named vagueness every time. A described job with real numbers and a real method tells a QS more than a client logo with nothing behind it.
The two things that sit alongside
Certification with scope and currency. BizSafe level, ISO certifications, anything sector specific. What matters is what each one actually covers and whether it is current, which is a sentence, not a badge.
A route to a human out of hours. A burst main does not wait for Monday. If you run emergency response, publish a number that is answered, and say who answers it. If you do not, do not imply that you do, because the first unanswered call at night costs the account and the reference behind it.
What the field data says about construction and civil sites
Across 54 Singapore B2B sites we reviewed in August 2026, 19 were construction, piling or civil firms. The pattern in that group was different from the marine and engineering groups, and it was worse in the way that matters most.
The dominant failure was reachability, not content. Six of those 19 had a domain-level availability fault. Two did not resolve at all while still ranking in Google under the company name. One served a maintenance placeholder. One timed out without the www prefix. One failed its browser certificate, showing a full-page security warning. One would not load over HTTPS.
That is the worst possible failure mode for prequalification, because it happens before anything you wrote is read. The officer or QS does not conclude that your site is broken. They conclude nothing at all, close the tab, and move to the next firm.
Platform age was the second pattern. Across the full 54, 12 ran an outdated or end-of-life CMS or plugin, and every end-of-life Joomla install in the corpus belonged to a construction firm. One of them was still on Joomla 1.5, a release whose support ended in 2012. On the same site, a BCA Management Systems certificate was displayed as valid until a date nine years in the past, and it was the newest dated item anywhere on the site.
Think about how that reads to someone checking whether you are current. The certificate says expired. The copyright says a decade ago. Nothing on the page says this company is operating today.
The third pattern is construction-only, and it is the most frustrating. Firms holding grades that are genuinely hard to get, and not publishing them anywhere a buyer looks. Across the group we saw CW02 A1, CR08 piling, A1 general building with unlimited tender value, and Licensed Builder Class 1, all held, none stated where a QS or main contractor would find them. Those firms did the difficult part. They simply never wrote it down in the one place a stranger would look.
One more, for anyone assuming this is a small-firm problem. Every listed or Mainboard-listed construction firm in the corpus had a serious fault. And 19 of the 54 sites overall published no project record, portfolio or case studies at all, which for a business awarded on track record is the equivalent of showing up to prequalification with the experience section left blank.
A site built as a prequalification document
Hong Hock Global is a water infrastructure contractor that has worked in Singapore’s water industry since 2013, covering PUB pipe laying and repair, emergency response, civil and road and drainage works, leak detection, and mill and patch.
The decision on that project was to build the site as a prequalification document rather than a brochure. BizSafe Star, BCA-certified engineers and managers, and current contract scope across the eastern and western zones are stated plainly and early, because that is the order the reader works in. The Hydra-Stop live-tapping method gets its own explanation rather than a line in a services list, because it is a genuine technical differentiator and a QS reading a method statement will recognise it as one. Emergency response is separated onto its own route, because that reader arrives with a failure in progress and no patience for navigation.
None of that is a design innovation. It is an ordering decision, made by asking what the reader needs to close first. Where to start
Not with a redesign. With an inventory, and it takes an afternoon.
Write down your workheads and grades. Your certifications, with scope and expiry. Your technical personnel, with what each is certified in. Your projects from the last three years, with scope, method, environment and duration. The technical methods you own that your competitors do not. The number that is answered at night, and by whom.
Then open your website and count how many of those appear, and how many clicks each one takes to reach.
Most contractors find that the majority of the list is missing, buried, or sitting inside a PDF that opens sideways. That gap is the brief. It is a content problem before it is a design problem, and it is the reason a rebuild in this sector is mostly writing and gathering rather than drawing.
